My hair is too long for liberty spikes...

There is no such thing as TOO long hair, only hairspray that isn't strong enough, and lack of patience ;b
Looking at your pictures it looks like you've had some pretty badass spikes before, I'm guessing your hair in longer than that now? In that case it'll a kinda hard to style either way.

As for fanning, what you /can/ do is grab the most badass strong hairspray you have, take the first section of hair that you want fanned and comb it up and hold it in place while you spray. Then blowdry the hair untill it's completely dry. Now this might be tough if your hair is really long, I think it makes it easier to tease your hair before you spray it, and it makes the base more solid. So basically, section your hair like with spikes, and tease (backcomb) the first one, comb it upwards and hold it in place, spray and blowdry, Now you're gonna have a bit of space between your sections but you can try and put them together by combing both sections at once, like your bruss is in both section, bring that section up and spray again and blowdry. Lots of people have these gaps tho. You don't wanna backcomb the front/back of the hawk or the front of the sections, mainy the sides, that makes them easier to fan.

it is much harder to get a fan to stand up than liberty spikes. The spikes have a wider base of support all around.

I don't have a long hawk, but I always comb it back still my hair stands without any hairspray. If I put hairspray on that, it would stand and look good for even a week, or longer. It works for me, but with a longer hair, it needs a lot of time to make it. btw I never tried any other technique to make my hawk. I use only a smaller comb and a hairspray, no blow dryer or anything, and it totally works for me :D

If your hair is too long for libs, I don't know how in the world you are going to fan it. Like Sonic said, its harder to fan then lib spike.
