question about spikes

Whenever I put my son's hawk into spikes, the base is always limp.
It'll  hold, but only for so long... Then they start to fall over :(
I try to get a ton of spray at the base, but that doesn't seem to help. 
I spray the base until its soaked, and comb it a little to make sure its on all of it, then blow dry it.
Should I be using a different product/technique??

1st what you useing to make it spiked 2 if you are useing got2be or something of equal power then maybe try busting out invincible hair gel and throuly drying it not as good but should work.
